The Constitution, through the Bill of Rights. also, give citizens certain rights to take
action against the state it they believe their constitutional rights have been infringed,
and to have access to information held by the state which they need in order to be able
to do so.
1.2.3 In line with these Constitutional principles, the WPTPS calls on all national and
provincial departments to make service delivery a priority. The WPTPS also provides
a framework to enable national and provincial departments to develop departmental
service delivery strategies. These strategies will need to promote continuous
improvements in the quantity, quality and equity of service provision.
