Herewith are a couple of pointers to get you started on your journey, you ought to be prepared for the challenge, brace yourself. I have also attached a couple of manuals to guide you, wish you all the best.
1) Register an NPO with the Department of Social Development www.npo.gov.za
1.1) You should draft a Constitution
2) Get the application form from ICASA (www.icasa.org.za)
2.1) Frequency management: SENTECH and other independent companies
2.2) set up a working committee and draw a plan of action
2.3) Divide the application form into sections for each portfolio within the committee i.e. Programming, Marketing, Fundraising, Board of Directors, Finance, etc
3) Partnerships: consult NCRF and other radio stations (http://www.ncrf.org.za) and the SAARF
4) Training : contact ABC Ulwazi, NEMISA, Wits Radio Academy, Boston Media
